Quads are four-wheeled off-road vehicles and can be driven with a car license. Due to the fact that, unlike cars, there are no seat belts, there is a "stricter" rule on Germany's roads regarding the obligation to wear a helmet. According to §21 a paragraph 2 of the Road Traffic Regulations (StVO),... Observe the obligation to wear a helmet on quads!
"Drivers of motorcycles or open three- or more-wheeled motor vehicles with a maximum design speed of more than 20 km/h must wear a suitable protective helmet. This does not apply if the prescribed seat belts are present and fastened."

All persons sitting on the vehicle are considered drivers. Accordingly, the passenger must also wear a suitable helmet. Anyone who violates this rule not only endangers their health, but can also expect a fine of €15. This penalty also applies to the passenger. The fine can go up to €70 plus a point in Flensburg, especially if children are transported without a helmet.
